I'm not sure if this will work, but try it

=SUMPRODUCT(--(OFFSET(Sheet1!$A15,0,Sheet1!$Q$1,146,1)=$A$15),(O FFSET(Sheet1!$A15,0,Sheet1!$Q$1,146,1)))
