If the picture fits inside the cell it is placed on top of and if it
is formatted "Move and size with cells" or "Move but don't size with
cells" then it will behave like it is inside the cell eg it will move
during a sort and it will move with its cell if the cell is dragged
around the sheet. However, this behaviour ceases once the picture
lands on top of a cell that is too small for it.
