I checked this and the file was not saved as a read only. Also when you or
someone else opens the file it did not state the file was a read only and
that you could not make changes to it.

Sounds like the workbook has been saved as a "read-only recommended" file.

Have a look at FileSave AsToolsGeneral Options and clear that checkbox and
re-save.
