Default Protecting only Hidden Rows on a Spreadsheet

Select all cells and FormatCellsProtection. Ensure the "Locked" option is
cleared/disabled.

Select the rows to hide then FormatCellsProtection.

Make sure the Locked option is enabled.

With those rows still selected FomatRowHide.

Now protect the sheet with a password which by the way can be easily cracked.

Is it possible to hide several rows on a spreadsheet and protect them from
being 'unhidden' while still allowing another user to edit data elsewhere on
the spreadsheet?

This spreadsheet will be posted on a shared server for data input by several
people but only some of them will be allowed to view the 'hidden' rows.

Thank you.
