Protect the workbook under ToolsProtectionProtect Workbook for Structure and
Windows. Add a password.
After you have hidden the two sheets, of course.
Send this to the 2 users and give user1 the password to unprotect the workbook.
Note: Excel's internal security is very weak and passwords easily cracked.
If you wish to make sure that user2 cannot see the two sheets, don't include
those sheets in the file you send.
