Unfortunately you can't use wildcards that way. Try the
ISNUMBER-SEARCH approach. I re-worked your formula to be:
=SUM(('RTM Log'!B2:B141=1)*('RTM Log'!C2:C141={"Open","Re-
open"})*ISNUMBER(SEARCH("ease dev",'RTM Log'!D2:D141)))
Array-entered (press ctrl + shift + enter).
