Default How can I turn off all formulas in Excel?

with my xl2003

in a workbook, i select sheet1
Select all cells
FormatCellNumberGeneral

from anywhere here, I can type =1+1, without any trouble..

in this case i *turn-off formula writing <in this sheet1 only*.
