Default Click and drag locked cells, can this be done?

I am using excel 2003 and have created a list formatted similar to the
example below. What I would like to do is program it so that the person who
is in charge of updating the list daily only has to click and drag the cell
to the new job it has been assigned to, I know that cells can be copied or
cut and pasted however we have experienced that usually there is so many
people and equipment changing places most of the time items will be
duplicated and remain in both places or deleted and not accounted for, both
instances are human error and this is an attempt to fool proof the system.
Is there a way to do this with excel or is there a program better suited to
do this type of thing. Thanks in advance.
