Where do I find a working file for the Template Wizard with Data Tracking?

The Microsoft website that offers to download it does not work. The file
fails to extract once downloaded.

I really really need to be able to export data to another Excel workbook,
and in the past the Template Wizard worked fine. Since Microsoft has ceaced
providing it, is there now a built in way to do the same thing?
