Try:
=MAX((A2:A4000=123)*(B2:B4000))
Array entered by holding Crtl & Shift pressed while you press Enter or:
=SUMPRODUCT(MAX((A2:A4000=123)*(B2:B4000)))
Entered with just a simple enter
