Assume State is in column A and gallons in column B

=SUMPRODUCT(--(A2:A100="TX"),B2:B100)

Better if you put the State(s) in a cell and use:

=SUMPRODUCT(--(A2:A100=H2),B2:B100)

where H2="TX" (for example)
