Outlook Express is installed when you install the Windows operating system and a
download is not necessary.

Outlook is part of the MS Office suite and cannot be downloaded. You must
purchase the Office Suite or MS Outlook standalone.

Depends what features you want.

MS Outlook has more functions but OE is great for email and as a news reader.
