Default Unable to modify the level of protection of macro

Actually, it's if answer to 1st question is NO and answer to 2nd is YES, THEN
I'd recommend the attempt of a repair installation.

So the first question becomes: are you on a domain? Or is this just
something like a home system?

Second question: are closing Excel and reopening it after making the Macro
Security Level change? Changes don't take effect until after you close and
reopen Excel.

If the answer to both of those questions is NO, then my only suggestion
would be to do a repair installation of Excel on the machine.
