Better to use cells to hold the criteria:
E1 = Canada
F1 = Open
=MIN(IF((A1:A5=E1)*(B1:B5=F1),C1:C5))
** array formulas need to be entered using the key combination of
CTRL,SHIFT,ENTER (not just ENTER)
