Try this array formula**:

A4:F4 = dates
A7:F7 = numbers

=INDEX(A4:F4,MATCH(TRUE,A7:F7<0,0))

Format as DATE

** array formulas need to be entered using the key combination of
CTRL,SHIFT,ENTER (not just ENTER)
