You can have up to 7 if's (more in XL2007). In C3 put:
=if(b3<=32199,0,if(b3<38639,0.5%,"something else"))
Your numbers look like Excel dates. If so, your formula would be more readable
if you substituted something like Date(1998,2,26) for the number.
