Default Secondary y-axis for certain x-axis categories (not by series)

You need to make the chart "by rows" so that the categories are Group1,
Group2, & Group 3
Then the data series are A thru D
But one needs an extra step using secondary axis with column charts: see

and one for categories D & E. However, when I use the "Secondary Axis"
option, it seems to only allow me to choose a series (Group 1, Group 2, or
Group 3) for the secondary axis. Is there a method to use the Secondary
Axis
feature wtih x-axis categories (and not with a data series)?
