Default Adding a secondary value axis

Hi -

I followed these steps to add a secondary axis, but it seems that the only
option offered is to add a secondary y-axis. Is there anyway to add a
secondary x-axis?

I also have Excel 2003, and this answer -- which is right straight out of
the help file -- does not work for me. Specifically, there IS no "Axis"
option. When I go to Format - Selected Data Series, I get the following
tabs: Patterns, Shape, Data Labels, Series Order, and Options. There is no
"Axis" tab.
