If the workbook is used by lots of people, then each person can customize the
way it's displayed for them.

I find that when I used a desktop at work and others used their laptops, the
display settings could make it so that if the window were saved less than
maximized and more than minimized, then it could float off the viewable area.

I'd just use window|arrange|tiled and resize manually.

This sounds pretty close to what you experienced.
