CONDITIONAL FORMAT BASED ON 2 CELLS
Use an IF((isblank),1,0) Using conditional formatting 1 = Red
However, conditional formatting refers to a value in its current cell. A1 =
0 and B1 = 1, c1 is blank. Even though B1 has a value of 1, C1 will not be
RED as its cell value is blank.
