Actually if you select "just the folder" nothing is affected, attributes
on the folder and the files remain unchanged. Only the "apply to this
folder, subfolder and files" actually changes any attributes and then
only on the files themselves.

But you're right, if I change the properties of a folder, I'm prompted to apply
the setting to just the folder -- or to all the files and subfolders.

But If I choose just the folder, then the files in that folder aren't affected.

is a quick way to select all the files/folders in a folder.
