Select A1, make sure you are in the home tab, click the dropdown on the
conditional formatting button, select new rule,
select "use a formula to determine which cells to format", in the "Format
values where this formula is true:" box
put =B1=1, select format , fonts and a red font, click OK twice

What if B1 is neither 1 or 2? If we assume that B1 will always be 1 or 2,
select A1,
do formatconditional formatting, in the formula is box type =B1=1, click
the format button,
select fonts and a red colour, click OK twice. If you have Excel 2007
