Default Creating "Locked" forms

Each cell can be locked or unlocked (format|cells|protection tab).

After you lock the cells you want locked and unlocked the cells you want
unlocked, you can protect the worksheet with Tools|Protection|protect sheet.

You can assign it a password--but be aware that this kind of protection isn't
made to protect your intellectual content--but it is made to stop the average
user from overwriting your formulas and changing formats that you don't want
changed.

In xl2002+, you have more control over what else the user can do when the
worksheet is protected.
