Not sure, but maybe try ...

In Windows desktop
Right click on any empty point choose Properties
In Display Properties dialog, select Appearance tab
Choose "Tooltip" under Item droplist
and adjust the Color to light yellow?
Click Apply OK

My Excel comment boxes are showing up as a solid black box. On the
surface, it looks like the same issue as all the other posts that I
have read. I'm running Office 2000 on Windows 2000 desktop. This has
suddenly stopped working in the past week or so. I'm having problems
with all spreadsheets with comments. I can access the spreadsheet on
different computers without problems - all with the same setup. I have
tried the following to no avail-

Reinstalling Excel (2000)

Checking the settings for the comment boxes - my settings are
fill color: automatic
style is set to 3/4 pt
weight is set to .75 pt

Changing the default in Control Panel: Go to Windows Control Panel
Display Property appearance tab at scheme dropdown box set at
"Windows Standard"

Changing the color resolution to 32-bit

I've read thru the thread provided by David McRitchie and didn't see
any other solutions.

Nothing seems to work. The only way to see the comment, is to edit it
or to remove the border completely. I can't imagine that that is the
fix - I would need to remove all borders from all comment boxes in all
spreadsheets to see them?

At this point, I'm about ready to throw my computer out the window.
Please help!
