Carl,

If you highlight the 4/27/2007 of your formula and press F9 you will see
that it equates to 0.0000738157190573733 which is 4 divided by 27 divided by
2007.

Try enclosing your date in quotes

=(A2+45)="4/27/2007"

should evaluate to true.
