Try this:

Asume numbers in A1:A10
Letters in B1:B10
D1 = number of interest = 12

Enter this formula in E1 as an array using the key combination of
CTRL,SHIFT,ENTER (not just ENTER):

=IF(ROWS($1:1)<=COUNTIF(A$1:A$10,D$1),INDEX(B$1:B$ 10,SMALL(IF(A$1:A$10=D$1,ROW(A$1:A$10)-MIN(ROW(A$1:A$10))+1),ROWS($1:1))),"")

Copy down until you get blanks
