Default Changing colors of a formula total.

How would I go about changing the color of a formula total. I have tried
conditional formatting, got the numbers and cell to turn red, but I
couldn't get it to work with the formula. It is set up for subtraction
between one constant number (Insp due time) and one fluctuating number
(ECOT)....=SUM(D3-A4). What I am trying to do is have it change to Blue when
it gets to 20% time remaining, then Red when it gets to 15% time remaining. I
included the setup as I have it in excel. It starts on A1 and ends on E11.
