SUMPRODUCT IF query
try
=SUMPRODUCT(--(Sheet1!M2:M11="On Time"),--(Sheet1!F2:F11=Sheet2!A2))
=SUMPRODUCT(--(Sheet1!M2:M11="On Time"),--(sheet1!n2:n11="on
time"),--(Sheet1!F2:F11=Sheet2!A2))
