I think you'll find that this is the way excel works.

From Excel2003's help for "features unavailable in a shared workbook":

Unavailable feature Alternatives
Insert or delete blocks of You can insert entire rows and columns.
cells

While this doesn't address your situation, it does give the impression that
moving around less than the whole row isn't supported.
