From what I understand I think you need to change the order of the two
MATCH.

=INDEX(Matrix!$C$5:$BL$65,MATCH(D380,Matrix!$C$3:$ BL$3,0),MATCH(B380,Matrix!$B$5:$B$65,0))

Does this work?
