Try toolsoptions and under the international tab, uncheck the "use
system settings" option and set "," as decimal separator and "." for
thousand separator. With these settings the list separators for arrays
become ";" and "\".

And that is my problem - in "standard US settings" you can:
- insert horizontal array into range of cells with comma (={1,2,3,4,5} and
press Ctrl+Shift+Enter)
- insert vertical array into range of cells with semicolon (={1;2;3;4;5} and
press Ctrl+Shift+Enter).

So - is there any way to work with those arrays in "regional settings
independent" way ?
