You can lock all the cells on a worksheet (the usual default) and then protect
the worksheet--but this worksheet protection is easily broken.

To lock cells:
select the cells
format|cells|Protection tab|check locked

To protect the sheet:
tools|protection|protect sheet

Give it a memorable password (even though it can be broken).
