Not able to test in xl2007 but from memory it should be the same as xl2003.
For a line chart, select the x axis and open the format dialog. On the
scale tab set Value (Y) axis crosses at category number. You whichever
category zero is.
Also uncheck Value(Y) axis crosses between categories.
But I think you really want to change the Line chart to a xy-scatter
chart. The default is to have the Y axis at zero.
