As I understand it, change tracking is only turned on if you share the file.
This must be done explicitly, it's not done by SharePoint

Is change tracking automatically disabled when you open an Excel file
through SharePoint Services 2.0? I tried to access it by tools/track
changes, but Track Changes is greyed out when I open the file through our
