use INDEX & MATCH functions

assuming your rates are in the range
A1:E10
and the first item you want to find is on row 13, with the month in B13, and
the Currency to convert from in C13
the formula in E13 is:

=INDEX($A$1:$E$10,MATCH(C13,$A$1:$A$10,0),MATCH(B1 3,$A$1:$E$1,0))*D13
