I've just tested it (in Excel 2003 on a laptop) and it worked in exactly the
same way as mentioned in the earlier response. I'm not sure why you get that
odd behaviour over there despite the active cell always being the top left
as you say. Perhaps others might offer you some other insights. Hang around
awhile.
As for multi-posting, I usually try to avoid doing it, but that other
excel
message board clearly gets little traffic. I posted my question yesterday
morning and got no response, then I notice this "Excel general questions"
board which obviously gets more traffic so I posted here.

No prob. It was a standard refrain not to multi-post. The regular responders
read most of the common MS excel newsgroups including
microsoft.public.excel, where your other identical post was made. So I don't
think your post would have missed their attention there. The traffic in
microsoft.public.excel isn't that "little", albeit it is less than here in
microsoft.public.excel.misc. Depending on the issue posted, sometimes one
has to be a little patient for responses to flow in.
