Try this formula in B15: =EOMONTH(B9,0)+1

.... and then this one in B16: =EOMONTH(B15,0)+1

You may need to format these as dates. The EOMONTH() formula
determines the last day of the month; adding one yields the next day,
or the first day of the next month.
