Default Color for fill and fonts are disabled

In Windows, click on Start | Control Panel | Accessibility
Options | Display | uncheck the "Use high contrast" box | OK.

Does anyone have an idea as to why the color for fill and fonts are disabled?
This happens for a single user on a computer, and if I log in as myself the
colors are enabled. Rows colored in a saved file are also disabled for this
one user.
