Maybe this FAQ at Debra Dalgleish's site would help:

And file is locked is refering to the lock put it on it by windows--not the
locked property of a cell.

When you open a file, windows will keep track of it and make sure no one
else--including you! can open it while you have it.

Sometimes, windows gets confused. Debra shows some things to try to fix it.
