Default table data

Assumptions:

A2:C10 contains the source/raw data

E2:E4 contains Code1, Code2, and Code 3

F1:H1 contains Budget1, Budget2, and Budget3

Formula:

F2, copied down and acorss:

=INDEX($C$2:$C$10,MATCH(1,IF($A$2:$A$10=F$1,IF($B$ 2:$B$10=$E2,1)),0))

Note that the formula needs to be confirmed with CONTROL+SHIFT+ENTER,
not just ENTER.
