I have over a hundred speadsheets that have data structured in a form
format--field with labels and fields with data corresponding to the label.
For example: Label Field: Title, field below is the text for the title of the
form.

A new format has been created and I need to migrate the data from the old
format to the new format. Unfortunately some of the data has tables within
the form with varying numbers of rows for those tables.
