Default two dimension look up table

Try this:

With
This table in A1:D4
(blank) Petrol Diesel LPG
0 1 2 3
1400 4 5 6
2001 7 8 9

F1: (an engine size)
G1: (a fuel type)
This formula returns the value at the intersection of
engine size and fuel type:
H1: =VLOOKUP(F1,$A$1:$D$4,MATCH(G1,$A$1:$D$1,0),1)
