Default Search with drop down list as answers

Is there a way in excel to create a search engine (sort of like the "help"
function for microsoft programs) that allows a user to search a specific word
or phrase and a list of answers (or what we think an answer to their question)
would populate.

Example :

Search = "Third Party"

Answers (would be a link to get to the correct answer) =
" What am I supposed to do if a third-party rep calls?"
" What does Third Party Mean?"
" Question for Third Party"
