Default Why is my query result maxed out at 10967 rows?

In Excel 2003 the program states that the result returned by my query is
larger than the spreadsheet maximum capacity. When I choose to accept as
much data as the spreadsheet can hold, it always ends up at 10,967 rows of
data. (The spreadsheet is 67 columns wide). I thought the maximum rows was
65,536?
I know for a fact that the total returned by the query can not be more than
20,000 rows. What is going on?
