True number as the result to an If-Then function
Try this:
=IF(P5+15)38,100,0)
make sure you format the cell that this formula is going into as currency
with 2 decimal points.
You should be off and running.

However, the $100 or $0 is not a functioning number that can be added,
subtracted or multiplied. Excel is handling it as text.
