default template at startup
Each time I open excel by double clicking on a file name in windows explorer,
only that file opens. (personal.xla opens, too. But no workbook based on
book.xlt is created.)

If I start excel via a shortcut, personal.xla opens (hidden) and a new workbook
based on book.xlt is created.
What's the name of your template? (and do you want to use that template for the
basis of new workbooks?)
and do you have anything else in XLStart--be sure to check for multiple
locations of XLStart, too.
