With a time in A1, this formula will round up or down to the nearest
hour:

=ROUND(A1*24,0)/24

However, this will round 7:31:00 up to 8:00:00 and 8:29:00 down to
8:00:00, which may not be what you want - if you have 7:50:00, do you
want this to stay as it is?
