Maybe it's a hardware problem--monitor/connections/video card???

Or a video driver problem. (get a fresh driver from the manufacturer).

I remember someone at work having a fan too close to the monitor. The motor
caused interference on the monitor. Moving the fan further away corrected the
problem.

(Any mechanical device plugged into the same outlet as that monitor???)

(Just guesses.)
