Try this:

Select A1

From the Excel main menu:
<format<conditional formatting
Formula is: =$D$110
Click the [Format...] button and set your format.
Click the [OK] buttons

Note: Condition_1 initially displays "Cell Value Is". Click the dropdown
arrow next to that to select "Formula Is".
