It's a week later now. Are these still not working?
Things I can think of that would affect it - the site is actually down, or
you have a bad connection and are getting through some of the time, but not
all of the time, and it is just coincidental that when you try and can't you
are in Excel.
You can double-check to make sure the hyplerlink is/should be valid by
right-clicking and choosing to edit the hyperlink and make sure it looks like
it should.
Another potential roadblock might be a firewall that is blocking Excel from
accessing the internet. Now the Windows XP firewall won't stop anything from
getting out from your system, but if you are using a 3rd party firewall that
actually guards both the front and back doors, such as ZoneAlarm or Tiny or
Microsoft's ISAS, then that could be the problem.
